Smart Cities – Towards the Digital Transformation of Cities in BiH

The project encourages the digital transformation of cities through smart solutions.

The project “Smart Cities – Towards the Digital Transformation of Cities in Bosnia and Herzegovina” represents one of the key initiatives in the field of digital transformation of local communities, aimed at strengthening the capacities of public administration and laying the foundation for the development of smart cities in Bosnia and Herzegovina.


Launched in 2021 through the signing of a memorandum of cooperation between five local government units, the project marked the beginning of joint efforts to implement innovative digital solutions. It is financed by the develoPPP.de program of the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), together with companies LANACO and DVC Solutions, while Bit Alliance is responsible for implementing activities and coordinating with local communities.


Project Goals


  • Strengthen the capacity of local governments to plan, implement, and maintain digital solutions.

  • Connect the public, private, and academic sectors around the shared goal of creating smart, sustainable, and technologically advanced cities.

  • Increase transparency, efficiency, and quality of public services through the use of modern IT technologies.


Activities and Implementation


The project was implemented across five local governments: Zvornik, Pale, Zenica, Tešanj, and Prijedor.

  • Zvornik and Pale: The “Citizen Patrol” application was implemented — a digital tool that allows citizens to report communal and infrastructural issues and track the status of their resolution. This has improved communication between citizens and local administration, making the response process of city services more transparent and faster.

  • Zenica, Tešanj, and Prijedor: The “GoParking” system was introduced — a smart solution for digital parking management. It enables more efficient use of parking spaces, reduces traffic congestion, and allows for real-time monitoring of parking occupancy through digital sensors and applications.

During the second and third quarters of 2022, the full implementation of the Citizen Patrol application in Zvornik and Pale was completed, creating the foundation for expanding similar solutions to other municipalities across BiH.



Key Results


  • Digital transformation roadmaps were developed for all five cities, providing a strategic framework for the future development of digital services and projects.

  • Institutional capacities of local governments were strengthened, including the understanding of digitalization processes and the use of new technologies in daily operations.

  • Transparency and citizen participation in decision-making processes were enhanced through applications that enable direct communication between citizens and institutions.

  • A foundation was laid for the development of the smart city concept in Bosnia and Herzegovina, linking digital infrastructure, sustainability, and citizen engagement.


Long-Term Impact and Continuation of the Initiative



The project significantly influenced the approach of local authorities toward digitalization and demonstrated how IT solutions can tangibly improve citizens’ quality of life. Through the development of functional digital services, it has established the groundwork for the broader adoption of the smart city concept in Bosnia and Herzegovina.


As a continuation of this initiative, Bit Alliance launched the Smart City Forum in 2021 – a platform for continuous dialogue and cooperation between the public, private, and academic sectors on the development of smart cities. The Forum has since grown into a well-recognized event that gathers experts, decision-makers, and IT industry representatives to exchange knowledge and best practices.
